ArcelorMittal, the world's largest steel producer, is cutting costs and capacity as European producers fight to keep operations profitable. The plan includes closing or idling some plants and optimizing or restructuring others. The Bloomberg Industries European Steel Profitability Index averaged a gain of 51.7 euros a metric ton and is rising as better markets and capacity cuts begin to turn EU markets around.

The European steel market has begun to show signs of stabilization and even some improvement after several years of decline. Major participants such as ArcelorMittal have closed some plants to solve the issue of overcapacity. Profitability for European steel producers has climbed steadily since the beginning of this year on stronger demand from autos and homebuilding and an improved EU Manufacturing PMI.
