BPS has issued the following announcement today:



EU Anti-Dumping Measures against Belarusian Potash Company’s Shareholders Expire



JSC Belarusian Potash Company (BPC), the exclusive distributor of potash fertilizers of JSC Belaruskali (Soligorsk, Belarus) and JSC Uralkali (Berezniki, Russia) to foreign markets and the leading world exporter of the product, informs about the expiry of anti-dumping measures imposed on the deliveries of potassium chloride of Russian and Belarusian origin to the EU countries. The said measures expire on July 13, 2011. Accordingly, the quotas on duty-free exports of Belaruskali and Uralkali products to the EU as well as the anti-dumping duty on the volumes imported into the EU above the quantitative ceiling have been terminated.



Under the anti-dumping regulation, Russian potash producers Uralkali and Silvinit were allowed to duty-free export to the EU approximately 1.53 million tonnes of KCL with ca. 830,000 tonnes as Uralkali’s share and ca. 700,000 tonnes from Silvinit. Where the imports into the EU exceeded the quota, an anti-dumping duty was applied at the rate of 12.3% for Uralkali products and 23% for Silvinit products. Belaruskali’s duty-free export volumes to Europe amounted to 700,000 tones of potash. Exceeding the quota implied an anti-dumping duty at 27.5% rate.



The anti-dumping measures against Russian and Belarusian potassium chloride deliveries to EU had been imposed in 1992 and reviewed on every five years. On July 11, 2006, the EU Commission extended the measures for the last time.

This development results from the meticulous work that has been carried on for years by BPC staff and the representatives of Uralkali and Belaruskali as well as a number of international legal consulting agencies. Given the suspension of the duty-free quota in regard to the products of our shareholders, BPC will strengthen its stand in the European market. This will impact positively our shareholders’ performance and, consequently, their contribution to the economic advancement of the two countries.
