GROUPE STERIA : Steria wins Autosys contract in Norway

The Norwegian Public Roads Administration has chosen Steria to further develop its vehicle and driving licence registration system, Autosys. The contract is worth an estimated 44 million euros (NOK 350 million).

Four companies - Accenture, EDB Business Partner, IBM and Steria - accepted the invitation to tender for the comprehensive development contract at the end of a prequalifying round.

The new Autosys system will be one of the biggest and most complex ICT solutions in the Norwegian public sector. The contract with Steria includes systems development and subsequent management and further development.

Jon Harald Holm, project manager for the Norwegian Public Roads Administration, explains, "This is an important milestone. We are now in a position to move forward towards the new Autosys, from the preparatory stage to the development work itself. Following an extensive evaluation process, we are confident that Steria is the right partner for this work."

"The Norwegian Public Roads Administration is well prepared for implementation of the development project which has a budget of 63 million euros (NOK 500 million) and is due for completion in 2014. We have plenty of experience from previous projects and we also intend to make use of earlier developments."

Simpler for everyone

New system
The development is designed to modernise the vehicle and driving licence register system in Norway to deliver a greater customer focus, more efficient work processes and a more uniform ICT solution. The existing system is from the 1980s and no longer meets the requirements of a modern ICT solution, in terms of information, functionality and integration with other internal and external systems.

Holm continues, "There are no off the shelf solutions in this area or other solutions we can use. Which means a lot of the work will be pure development tasks. Apart from the Roads Administration, other organisations such as Norwegian Customs and Excise, the Police, car dealers and insurance companies are big users of Autosys. Steria will enable us to transform from being stuck with various systems of low quality and old technology, to a future oriented, user friendly, reliable and secure ICT solution that enables a high level of self-service via the Altinn portal."
The solution will ensure standardisation of processes and procedures between public sector organisations involved in the project, so as to ensure services are uniform and predictable and can be tested, with a focus on delivering more self-service online solutions.
