GROUPE STERIA : Steria is to install X-ray diagnostic information systems in all the public hospitals in the Valencia Autonomous Region

The X-ray Diagnostic Information System developed by Steria for the Consellería de Sanitat (Health Authority) enables tracing and confirmation of patient appointments, recording of tasks undertaken within each system, composition of the relevant X-ray reports, as well as the generation of statistics on work carried out, all of which is incorporated into the patient’s medical record.

The system is already up and running in five hospitals in the Valencia Autonomous Region.

The contract is valued at 800,000 euros. Steria will, in addition, be responsible for ongoing maintenance over the next two years.

As a result of a public tender, the Valencia Consellería de Sanitat has just awarded Steria a contract for the setting up of an X-ray Diagnostic Information System in the 22 healthcare departments within the Valencia Health Agency (Agencia Valenciana de Salud). As a consequence, over 24 months - the estimated contract period - a total of 29 Valencia public hospitals will be equipped with this system, which has already been installed ahead of time by Steria in the following Valencia hospitals: the La Fe hospital in Valencia, the San Juan de Alicante hospital, the Hospital Gandía and the Dr. Peset hospital.

The X-ray Diagnostic Information System, which is part of the Orion Project for modernising hospital information systems, will enable the integrated management of patient information and the examinations carried out in the various X-ray departments and similar units, in addition to managing the associated process and workflow.

This is an innovative solution that coordinates patient appointments, records all the information relating to the x-ray examinations carried out, gives access at the radiologist’s work station to details on examinations carried out using voice recognition and offers aids to report writing, all of which is incorporated into the PACS system available at the radiologist’s work station, which optimises the deployment of teams, controlling purchasing requirements and generating reports and statistics.

The system, which was used for the first time a year ago in the Valencia La Fe Hospital - one of the biggest in Spain - meets the target set by the Consellería de Sanitat which was to attach the images obtained by the x-ray teams and the hospital records to the patient’s unique identifier in the SIP - Population Information System (Sistema de Información Poblacional).

In fact, the X-ray diagnostic system has been designed by Steria for integration into the HIS, hospital patient management system, and into the PACS, image storage and distribution system, in place in the various centres and with a guarantee as to consistency between them all. Furthermore, to identify patients the following existing databases have been brought into play: the SIP population database, the HIS hospital information system and the PACS database.

As regards technology, this solution is based on J2EE architecture and incorporates the security measures necessary to comply with the LOPD data protection legislation. It has also been designed by Steria to function independently or else integrated into wider systems such as the ORION, electronic clinical, administrative and medical history information system.

Javier Medina, technical coordinator of the Orion Project at the Consellería de Sanitat, explains that “radiology is ever more often seen as a fundamental element to support the diagnosis and the treatment offered to patients. In view of the high cost of the equipment found in x-ray departments, its efficiency is determined by the degree of appropriateness compared to the resources invested and it is here that the new technologies bring the most added value”.

“In view of this -he adds-, we have chosen Steria to develop this project as they have extensive knowledge of our internal processes and they have proven their capability in helping us in our modernisation with totally innovative proposals in other projects such as the design and maintenance of the SIP, population information system, or the creation of the central patient database for the Valencia Autonomous Region and in the integration of Abucasis II into SIP”.

Agir en connaissance de cause
Soyez conscient des risques auxquels vous êtes exposés : de fait, si certains produits (actions volatiles, warrants, certificats, future…) ou certains modes d'investissement (Service de Règlement Différé) augmentent les espérances de gain, ils accroissent aussi fortement le risque de perte (totale). Ainsi, une connaissance technique préalable approfondie est requise, c'est pourquoi nous conseillons aux néophytes de s'écarter de ce type de produits.

Des risques différents selon les marchés
Prenez connaissance des caractéristiques des marchés sur lesquels vous allez investir : vous êtes confrontés à un risque variable (liquidité, volatilité, niveau d'information, change…) selon les marchés sur lesquels vous décidez d'intervenir (Premier Marché, Second Marché, Nouveau marché, Marché Libre, Marché étranger…).

Figez vos pertes
Enfin, la règle d'or à retenir est de savoir figer ses pertes : à vous de définir le montant de perte acceptable dès le début et une fois ce niveau atteint agissez en conséquence.
